and Mr. J. H. Stewart-Lockhart was appointed to the newly
created post. It was further recommended by Sir G. 7. Bowen in
despatch No. 171 of the 4th. August, 1883, that Mr. Lockhart
should act as Clerk of Councils and draw for those duties an
allowance "at the rate of $60 a month, equivalent to about £150
per annum, and this recommendation also was approved by the
Secretary of State. It was, therefore, evidertly contemplated
in 1883 that the emoluments of an Officer holding the combined
posts of Assistant Colonial Secreta a and Clerk of Councils
should be £750 per annum.
Subsequently, in despatch No. 411 of the 12th.
November, 1890, Sir W. G. Des Voeux recommended that "as the
work of the Colonial Secretary's Office had considerably
augmented during the last few years", the salary of the
Assistant Colonial Secretary should be increased to $3,600 per
annum Lord Knutsford replied in despatch No. 308 of the 29th,
Dec mber, 1890, that he would consider the matter in connection
with the Hongkong Estimates for 1891, in which the proposed
increase had been included, and His Lordship approved those
estimates, including the increase in question, in despatch No.39
of the 27th. Pebruary, 1891.

The Retrenchment Committee appointed in 1894 by Sir
W. Robinson recormended in paragraph 11 (2) of their report:-
*That a thoroughly competent Assistant Colonial
"Secretary be appointed and that he should occupy the post for
"a considerable time, as his value would, in some respect, he
"proportionate to the length of his moquaintance with the
"previous history of cases and decisions of the Goverment.
"That to provide adequate remuneration for such an
"Officer and to compensate him for loss, of acting appointments
"in the headship of other departments, a salary of $3,600
*rising by increments of $300 every two years to $4,800 should "be attached to the office and that he should also be ax-officio
